Program Description

The five-year USAID Feed the Future Nigeria Agribusiness Investment Activity (the Activity) aims to strengthen the enabling environment for agribusiness finance and investment. To achieve this goal, the Activity focuses on four interrelated components: (i) improving the enabling environment for agricultural sector growth; (ii) broadening access to finance by mitigating the credit risks of agribusinesses; (iii) promoting and facilitating investment opportunities for agribusinesses to expand and scale up operations; and (iv) sustainably enhancing the performance of agribusiness micro, small and medium size enterprises (MSMEs). In line with the U.S. and Nigerian governments’ commitment to growing the non-oil-based economy, these efforts will increase the depth, breadth, dynamism, and competitiveness of Nigeria’s agribusiness sector. The Activity is in seven focus states of Benue, Cross River, Delta, Ebonyi, Kaduna, Kebbi and Niger. It has soybean, maize, aquaculture, rice and cowpea as focused commodities.

Position Description

Pursuant to the fourth component, one of the Activity’s key objectives is to measurably improve the overall organizational performance of select agribusiness firms and associations. In this regard, an Organizational Performance Improvement Needs Assessment (OPINA) was recently conducted and several priority performance improvement interventions were identified for some SME agro-processors. Most of the identified intervention activities pertain to good manufacturing practices including health and safety, environmental compliance requirements, cost-effective factory operations, maintenance, and product quality and requisite standards. Hence, the Activity is seeking experts on Good Manufacturing Practices to provide periodic and ongoing support to these agribusiness SMEs processors over the course of the year. This is a short-term technical assistance (STTA) position, reporting to the Agribusiness Director.

Duties and responsibilities

Successful candidates will be required to provide most of the following services to select agribusiness processing or manufacturing firms:

  • Support on company registration procedures, including obtaining relevant certifications such as those from National Agency for Food and Drug Administration and Control (NAFDAC) and Standards Organization of Nigeria (SON).
  • Training of relevant staff to ensure NAFDAC, SON and other applicable regulations, as well as related company policies and procedures, are regularly monitored and fully complied with.
  • Development of SOPs to ensure all raw materials used and finished end products conform with set standards and specifications as well as meet or exceed customer expectations.
  • Development of relevant policies and procedures, along with staff training, to ensure good manufacturing practices are applied, including but not limited to overall health, safety and environmental regulations.
  • Development and alignment of quality control procedures with site requirements and central QA/QC team planning and budgeting to maintain product safety, quality, and reliability at the minimal cost.
  • Development of feedback and inspection methods and procedures for monitoring operations, catching faulty or potentially faulty practices, and making sure recommendations for improvement are encouraged, heard, and considered.
  • Leadership training and advisory services required to support the development and proper implementation of a strategic business plan, achieve company, plant, and department goals, and sustainably improve overall quality and profitability.
  • Design of waste management and other disposal procedures in line with statutory regulations.

Job Requirements

Required Skills and Experience:

  • Master’s degree in agricultural science, industrial or mechanical engineering, food science, industrial chemistry, business administration, microbiology or biochemistry or other related fields.
  • Minimum of 3 years’ experience in providing manufacturing related business development services to agribusiness factories and processing plants. Experience working with donor funded programmes and working in the specified project locations and contexts are a plus.
  • Health, safety and environmental compliance certifications.
  • Knowledge and practical experience in food processing and food safety management.
  • Development and/or upgrading of inventory systems for stock control.
  • Development and/or refinement of procurement procedure policies and practices, including contract farming arrangements, input supply management, and the use of other service providers along the value chain (e.g. storage, extension, training, distribution, etc.).
  • Well organized, strong analytical skills, creative thinker, innovative, demonstrated personal initiative, stress tolerance, a high level of integrity and ethics, and a proven ability to meet deadlines.
  • Sound knowledge of Microsoft Word, Excel, and PowerPoint.
  • Excellent verbal and written communication in English.
  • Ability to work independently with minimal supervision.
